The Port of Galveston may be preparing for another major cruise expansion.
The idea surfaced through the port’s refreshed 20-Year Strategic Master Plan, which includes early research and concept work for another cruise terminal. In simple terms, Galveston wants room for more cruisers, more local spending, more jobs and more revenue flowing back into the city.

The proposed site sits between Royal Caribbean’s Terminal 10 and Terminal 16. Terminal 16 actually just opened last November and is now used by MSC Cruises throughout the year, with Norwegian Cruise Line also using it during the winter season.
At this stage, the work is still preliminary. But the first results suggest the idea has real potential.
The Early Numbers Are Hard To Ignore
To test whether the idea makes sense on paper, the port commissioned an economic impact study looking at both feasibility and the likely upside for the area.
That study found a fifth terminal could create about 1,500 new local jobs. It also estimated $91.5 million in personal income, $278 million in direct business revenue, and $7.9 million in state and local taxes.
That’s a sizable gain for a port that’s already growing fast.
There could also be more money coming into the city through parking fee agreements linked to the extra cruise traffic. In 2025, the port paid the city more than $3 million in passenger and parking fees. That number is expected to rise to more than $4 million in 2026.
Traffic Was Always Going To Be a Big Question
In Galveston, though, any expansion plan has to deal with one thing straight away: traffic.
It also brought in an independent engineering firm to examine how another terminal could affect nearby roads and traffic flow. That matters in Galveston, because getting people in and out of the port smoothly has already been a headache at times.

Recently, road construction created parking problems for Carnival guests, with many passengers having to take a shuttle to reach the terminal.
That led to a 107-page traffic report that mapped out likely pinch points, reviewed how operations could be affected, and suggested ways to keep vehicles moving more efficiently.
The good news for the port is that the study found the needed updates would likely result in only minimal delays around the port area.
The port’s next move is to bring in a consultant for a deeper look at future demand, along with a more detailed review of the project’s traffic and economic effects.
This Is Only “Phase 1”
For now, the port has described this as the start of “Phase 1” of its research for the wider expansion project.
So while a fifth terminal is far from guaranteed, the early work gives the port a solid foundation to keep pushing forward. Based on what’s been released so far, the project could bring benefits not just to the port itself, but also to local businesses and the broader cruise sector.
And the port’s vision goes beyond adding one more terminal building.
Galveston’s Growth Has Been Rapid
The timing isn’t random. Galveston has become one of the fastest-growing cruise markets in recent years.
The port welcomed about 3 million passengers in 2023. That climbed to 3.4 million in 2024, then 3.6 million in 2025.

With Terminal 16 now operating and MSC Cruises helping fuel demand, the port expects passenger numbers could reach as high as 4 million in 2026.
When you look at that kind of growth, it’s easy to see why the port is at least exploring more capacity.

The Bigger Plan Stretches Beyond Cruising
Galveston Wharves’ Board of Trustees originally adopted the 20-Year Strategic Master Plan in 2019, and several parts of it are already finished.
So far, that work has included a two-mile internal roadway, added on-site parking, and other road improvements designed to reduce congestion.
The long-term vision also includes a new commercial area near the port, with hotels, retail, restaurants, and housing.
So even though the possible fifth cruise terminal is getting the attention right now, it’s really just one part of a much bigger plan for Galveston’s waterfront.
